Marvel has announced that in Phase 4, the spin-off about "Black Widow" is officially happening.
According to Deadline, we will see Robert Downey Jr. as Iron Man again in the upcoming "Black Widow" movie.
This does suggest that the movie takes place before all the events of "Avengers: Infinity War" and even "Endgame".
